    Okay, I read over the documents briefly. Maybe someone that is smarter than I am can explain what this all is? If I'm understanding it correctly, Rosebowl violated the court order by submitting more FOI requests, but is claiming he did so because he didn't understand what the court said, so therefore, he shouldn't be held in contempt? Is that accurate?
