It's not so much the location, although it make it convenient for the 'homer plants', it's the vermin who staff the office that does the damage.  It doesn't matter if a rattlesnake is in the grass or on pavement....it's still poisonous no matter where it is found and does equal damage from either physical location....

The root cause is the bureaucrats who have infiltrated these organizations.....to provide cover for their favorites and persecution for those who threaten the status quo....

I'm oh so close to just writing college football off my list.....I detest a 'fixed' game.  It's like a gambler who plays knowing it's a stacked deck.....the most you can hope for is to win a few hands along the way but in the end you WILL lose to the house if you stay in the game...
