OT: Mississippi law on special election requirements

I just saw this morning that there was a special election to increase property tax for a school bond in Oxford. I never knew that there was any election taking place. Aren't there laws in this state that require notifying voters on things like this?

If an entity wants something, they often "sneak in" the election. It's unfortunate that the State keeps wasting money on education in Mississippi because apparently education in Mississippi is not working. The low scores and high drop out rates are prime indicators of failed education, along with the general stupidity of many of the students. Mississippi's overall grade in the Quality Counts report card is 68.5 out of 100 points and a grade of D-plus.
