My understanding is that an individual member "franchised" site of a network like 247 cannot offer such promos on its own. It has to come from the network. Each site supplies its own content and has access to others in the network. However, the billing/payments/promos, etc. are driven by the network.

it makes good business sense in my opinion. I know 2-3 years ago I joined back on at rivals during the signing period for their 1 month trial. At the end of the trial I canceled and they were down right crappy and dang near acted like they were not going to end my trial... you times that by all the sites and the thousands of people who did the same thing, they were getting pounded with cancellations.
so instead of just letting people check out the site for the month, get them a little more emotionally invested by letting them play for several months and at least they get paid instead of just a free trial.

Rivals has horrible customer service. When I quit my subscription at Rivals, I had to cancel my credit card so they would quit trying to charge it.
